The Customs Compliance RVC Manager will be responsible for leading and managing the day-to-day execution of USMCA compliance programs with primary responsibility for Regional Value Content (RVC) and Tariff Shift (T.F.) qualification processes. This role will ensure products qualify under USMCA Rules of Origin requirements while maintaining strong compliance controls, documentation, and audit readiness.
The Manager will work closely with Sourcing, Operations, Supply Chain, Procurement, Manufacturing, Finance, Engineering, IT, Customs Brokers, and external partners to ensure accurate qualification determinations, maintain compliance programs, and identify opportunities for process improvement and duty savings optimization.
Key Responsibilities

Conduct detailed sampling audits to validated multi-level Bills of Materials (BOMs) and Regional Value Content (RVC) calculations, ensuring accuracy of qualification strategies across diverse product categories and business units. Managed day-to-day teams supporting USMCA compliance audits and qualification programs, strategically adjusting testing ratios and audit scope based on risk profiles to maximize preferential duty treatment.

Lead end-to-end Regional Value Content (RVC) qualification of the claim and RVC reconciliation process for IMMEX manufactured products under USMCA and other Free Trade Agreements (FTAs).

Manage qualification methodologies including Net Cost, and alternative origin qualification rules.

Validate product eligibility based on tariff shift rules, origin criteria, de minimis, accumulation, and applicable special provisions.

Oversee annual, quarterly, and ad-hoc origin qualification mock audits.

Ensure accurate and timely issuance/support of Certificates of Origin and origin statements.

Monitor regulatory changes impacting RVC eligibility, tariff treatment, and IMMEX operations.

Lead pre-BOM and post-BOM validation processes to ensure origin qualification accuracy.

Audit statistically significant samplings of material master data, HTS classifications, country of origin declarations, and supplier certifications.

Coordinate with Engineering, Procurement, and Cost Accounting to validate product structure and regional content calculations.

Lead internal control framework and maintain audit policies and procedures supporting USMCA compliance aligned with IMMEX requirements.

Support internal and external customs audits and compliance reviews, adjusting the audit ratio as appropriate.

Identify compliance issues and implement corrective action and preventive actions.

Monitor compliance performance and identify risks or process gaps.

Prepare exhibits and responses to support mock audits and regulatory facing audits.
Required Qualifications
-
Bachelor’s degree in international business, Supply Chain, Finance, Business Administration, Customs Compliance, or related field.

5-7+ years of experience in a Customs Compliance, International Trade, USMCA, or Global Trade Management level position.

Strong understanding of USMCA Rules of Origin, RVC methodologies, Tariff Shift requirements, and HTS classifications.

Experience performing origin qualification analysis and managing supporting documentation.
Preferred Qualifications

Experience with SAP, GTM platforms, and AI-enabled compliance systems.

Experience managing cross-functional projects and regional compliance initiatives.

Professional trade certifications are required.

Experience supporting regualotory audit of USMCA programs.

Strong analytical and problem-solving skills.

Experience with ERP systems (Oracle and SAP) and trade compliance tools.
